Raila Odinga has issued an unexpected order on all NASA MPs and Senators.
Odinga while on an official trip to the United States, directed the Parliamentary wing of the National Resistance Movement (NRM) of NASA to put off all engagements in Nairobi and attend sessions at the County Assemblies where the Motion on the establishment of a People’s Assembly will begin starting on Thursday.
The NASA leader asked NRM to stand in solidarity with county assemblies and guide their debates on the People’s Assembly motion.
“By and large, we are confident that our county assemblies are well-briefed on the Motion following our session with the governors and the MCAs will be equal to the task when the Motion is tabled tomorrow. Still, it is a new territory and we ask our members of the National Assembly and the Senate who have had more time to ventilate on this matter to show up at the counties tomorrow in solidarity and for guidance,” Raila stated.

In counties where Nasa has the majority in the assemblies, the coalition said, the motion to form citizen assemblies would be adopted.
In areas where they do not have the House numbers, however, the assemblies will be formed directly by the people without going through the county assemblies.
Already the motion has been dispatched to 19 counties including Nairobi, Mombasa, Kisumu, Machakos and Turkana.
On Wednesday, the Siaya County Assembly became the first county to adopt the proposal to set up the people’s assembly.

According to NASA, the Peoples Assembly will be formed to discuss and determine the affairs of the country and recommend a pathway towards and for the achievement of the promise, aspirations, objectives and rights and freedoms provided by the Constitution of Kenya 2010.
"A review of the Constitution of Kenya 2010 be undertaken to reform the structure of the Executive and Parliament and devolution and to reinforce concrete measures for the promotion of inclusivity, the welfare of the marginalized, the advancement of women and youth, the eradication of corruption and poverty and to secure social justice, equality and fairness," the motion states.
